Office of the Municipal Manager

Gobakwang Jairus Moatshe is the Municipal Manager of the Moses Kotane Local Municipality.

Mr. Gobakwang Moatshe has a BCom Accounting from University of the North and a BEd degree from University of Witwatersrand. Mr. Moatshe started working as a teacher for the then President Lucas Mangope Technical and Commercial High School in Tlhabane (Rustenburg) from the year 1985 until 1989. In 1989, Mr. Moatshe joined the former Bophuthatswana National Development Corporation (BNDC), working as the Business Councillor, for 3 years. Because of his love for teaching, he went back the Technical High School to teach for 2 years before he started running his businesses.

In December 1996, Mr. Moatshe joined the Rustenburg City Council as the Chief Accountant in the Revenue Office, for 6 years. Mr. Moatshe joined the Moses Kotane Local Municipality in 2002 as the Director (Finance) until June 2007, when he was appointed the MM of the municipality.

Under his leadership and guidance, the municipality received the coveted first prize for municipal financial administration at the Vuna Municipal Excellence Awards two years in a row and topped it with unqualified audit report for the financial year 2005/2006.

The Municipal Manager is the head of the six directorates each with its own departmental head as Director.

1. Engineering Services Directorates is responsible for the provision of engineering infrastructure and services.

2. Finance Directorate consists of two Directorates: Income, which is responsible for levy collection and cost recovery (revenue collection) and Expenditure which is responsible for salaries, wages and other payments.

3. Corporate Services provides administrative support functions to the municipality.

4. Strategic Management is responsible for all planning issues of the municipality such as the IDP, land use, etc. In addition, this department is responsible for assessment of development applications in accordance with environmental legislation.

5. Community Services Department is responsible for all community related affairs such as disaster management, emergencies. In addition to this, the department is also responsible for environmental issues and traffic.

6. LED and Housing Agency is responsible for all housing and local economic matters affecting the municipality.
