Moses Kotane Municipality Empowers Employees with Peace Officer and Municipal Financial Management Programme.

The Moses Kotane Local Municipality, through its Skills and Training Development Office, has launched two training programs aimed at enhancing the professional capacity of its employees. These programs, which commenced on 27 January 2025, focus on law enforcement and financial management to improve service delivery and governance within the municipality.

The Peace Officer Training, a three-day accredited program aligned with the National Qualifications Framework (NQF) Level 4, is designed to equip peace officers and traffic wardens with essential knowledge and skills for effective law enforcement and community engagement.

The training, facilitated by Mr. Thabiso, concluded on 29 January 2025.

As part of the assessment process, participants are required to submit a Portfolio of Evidence (POE), along with their CVs and certified documents. The training covers a wide range of topics essential to strengthening the competence and professionalism of peace officers, including:

  • Understanding legal terms and phrases.
  • Duties and responsibilities of peace officers.
  • Procedures for search and seizure.
  • Key aspects of criminal law.
  • Strategic approaches for departmental operations.
  • Chapter 2 of the South African Constitution.

This program ensures that peace officers not only enforce the law but also serve as role models and educators. By balancing theoretical knowledge with practical skills, the training empowers participants to contribute to a safer and more harmonious environment for all the community.

Simultaneously, employees from the Budget and Treasury Office are undergoing training in the Municipal Financial Management Programme (MFMP), a seven-months NQF Level 6 program. This programme is designed to enhance their financial management competencies, equipping them with in-depth knowledge of municipal finance practices and legislation.

The MFMP consists of multiple learning outcomes, including:

  • Strategic Management, Budgeting Implementation, and Performance Management
  • Municipal Accounting and Risk Management
  • Governance and Compliance
  • Cost and Capital Planning
  • Municipal IT Support and Project Management
  • Supply Chain Management and Public-Private Partnerships
